Centred around Millennium Mills and Silo D, London’s latest destination will deliver next-generation workspace, thousands of new homes and a vibrant hub for the Royal Docks complete with shops, restaurants, bars, and water sports centre.
The transformation is proudly led by The Silvertown Partnership and managed by Lendlease as the Development Manager.
Known for their master planning expertise, Lendlease is the city-shaping expert behind some of London’s most important regeneration projects – including Elephant Park in Elephant and Castle, and Stratford Cross at the gateway of the Queen Elizabeth Olympic Park in East London.
This Silvertown development has been made possible through a unique partnership of local people, experts, and the public sector – including the GLA, the Greater London Authority's Royal Docks Team, London Borough of Newham and Homes England. Together, we’re delivering London’s most important regeneration story.
The Silvertown Partnership (TSP) and delivered by Lendlease as the Development Manager.
GLA Land & Property (GLAP) own the site, which The Silvertown Partnership will draw down on a 999-year leasehold.
A loan facility from Homes England is enabling the development of the public realm and infrastructure, as well as the Royal Victoria Dock Bridge and part of the redevelopment of Millennium Mills.
Working alongside TSP, The Guinness Partnership are delivering 720 affordable homes, supported by an £80m housing grant from the GLA.
London Borough of Newham (LBN) is working in partnership with TSP and the Royal Docks Team on a number of initiatives in the Silvertown area while benefiting from affordable rental homes.
Silvertown is located in London’s only Enterprise Zone. Part of the government’s industrial strategy, these designated areas power local economic growth and attract foreign investment. Managed by the Royal Docks Team, it’s a joint venture between the GLA and the London Borough of Newham.
Since 2018, there has been significant engagement with the local community, including masterplan consultations and workshops which helped formulate the Silvertown Design Code. Together, we’re creating a thriving destination which responds to the needs of the local area.

Across the water from the ExCeL London, Silvertown is just 15 minutes from central London via the Elizabeth line at Custom House station.
